GUIDELINES for PATRON PRIVILEGES

1 RESIDENCE: Residence within Craig County. Proof of current address will
be required. Persons living in neighboring counties may apply upon
completing 3 months continuous employment within Craig County, OR, if
unemployed, after one year continuous residence at their current home
address.
2 EMPLOYMENT: Verification of current employment will be required.
Self-employed applicants will be asked to provide supporting
documentation, such as business license, sales tax permit, telephone book
listing, or customer references. Unemployed applicants may qualify for
partial privileges. Retired applicants will be asked for additional
references.
3 LIMITS: Patrons may qualify for different privileges depending on
several factors.
· Limit 6 - Patron for at least 3 months with excellent return record. May
borrow up to 6 cataloged materials and 15 uncataloged paperbacks.
· Limit 4 - Patron for at least 6 weeks with excellent return record OR
established patron with some return problems. May borrow up to 4 cataloged
materials and 6 uncataloged paperbacks.
· Limit 2 - New patron OR established patron with frequent return
problems. May borrow up to 2 cataloged materials and 4 uncataloged
paperbacks.
· Limit 1 - Unemployed patron OR poor return history. May borrow 1
cataloged material and 2 uncataloged paperbacks.
· PB Only - Resident of Craig County less than 3 months. May borrow up to
4 uncataloged paperbacks.
· Limit 0 - Patron with serious return problems – long overdue, lost or
damaged materials, unpaid fines in excess of $10.00, invalid address or
contact information. May not borrow any materials, nor use the public
Internet computers.
4 TEMPORARY LOSS OF PRIVILEGES: A patron in any of the above groups will
have their borrowing and computer privileges suspended if they have
borrowed materials which are not returned within one month of the due
date.
The Board of Directors of Vinita Public Library has established these
patron guidelines to ensure as much as possible the prompt return of
library materials for the benefit of all patrons. If you would like to

STANDARDS of ACCEPTABLE BEHAVIOR POLICY

Welcome to the Vinita Public Library! We hope that your time spent with us
is profitable and enjoyable. To this end, there are certain rules and
regulations established. The Vinita Public Library is a tax-supported
facility, and citizens expect and deserve a clean, quiet, pleasant and
safe environment. Unfortunately, the behavior of a few library visitors
may destroy this environment.
Behavior becomes unacceptable when it interferes with other persons' use
of the library, when it could result in injury to oneself or others, or
when it could result in loss or damage to customer or library property.
Engagement in such behavior may subject the individual(s) involved to the
exclusion from library premises and, in some cases, to legal prosecution.

Materials Selection Policy
July 2000
Library Materials
1. The library will provide materials which help to meet its objectives.
These materials may include books, periodicals, pamphlets, newspapers,
pictures, recording, maps, audio materials as well as access to the
Internet.
2. Materials acquired will meet high standards of quality in content,
expression, and format. The emphasis will be on quality over quantity due
to limited space.
3. All materials except those in special demand will be loaned for home
use under library regulations and procedures.
4. The library will maintain a quality collection with emphasis on local
history, Oklahoma history, Indian heritage, genealogy, and literacy
materials.
The Vinita Library Board has the authority in the determination of
policies for the selection and acquisition of materials. The
Administrative Librarian is responsible for the actual selection of book
and non-book materials. All staff members are responsible for recommending
materials for purchase and are expected to be informed on a wide variety
of materials, including use of computers, so as to contribute to the
maximum use of the library.
Criteria for Selection
1. Permanent or timely values
2. Accurate information
3. Emphasis on quality not quantity
4. Clear presentation and readability, literary quality
5. Social significance
6. Presentation of both sides of controversial issues
7. Format and price may be deciding factors
8. Availability of material elsewhere in area
Book Selection Tools
1. Book reviews in professionally recognized periodicals are a primary
source of book selection aids
2. Community requests will be carefully considered as we seek a
high-interest collection
The Vinita Public Library asserts its rights and duty to keep on its
shelves a representative selection of books on subjects of interest--not
prohibited by law--to its readers including books on all sides of
controversial questions. A public library has no right to emphasize one
subject at the expense of another.
Special Aspects of Book Selection
1. Material designed for proselytizing is not suitable for the library's
collection
2. Addition of a book to the library's collection in no way represents an
endorsement of any theory, idea, or policy contained therein
3. Donated materials and equipment become library property and subject to
this policy
Discarding/Weeding
Materials which are no longer useful in the light of stated objectives of
the library will be systematically weeded from the collection according to
accepted professional practices. Criteria for removal may include
timeliness, condition, and degree of use.
